    2003年， 全县有通信宽带网用户3881户。2004年5月，完成对宽带网用户的（虚
拟拨号）割接，实现对宽带的流量计费，杜绝网络黑户，确保企业利益不受损失。同
时开展宽带计时包月、 假期优惠等活动，宽带用户发展到6871户。2005年4月，市公
司收购淄博广电青鸟公司，并将其所属的1000户宽带用户纳入桓台网通管理。同年，
开展了“预存1年使用费赠送2个月”的优惠活动。在学生暑假、寒假和凭高考证开展
优惠入网等优惠活动。对政府、企业、社区、学校和高考期间均推出了不同程度的优
惠办法，促进了宽带网的发展。年内，网通有宽带网用户8155户。2006年，随着居民
生活水平的不断提高和网络知识的进一步普及， 网通宽带用户发展到9820户。（鲁
