    2017年，建立完善财政支持新旧动能转换的工作机制，落实进一步降低
实体经济企业成本意见，加大降低企业融资、税费负担等支持力度。全面落
实减税降费政策， 停征、合并、降低收费标准项目11个，每年减轻企业负担
7.48亿元。年内，继续贯彻落实工业强市30条政策，设立转调创产业发展专
项资金2.53亿元，推动工业经济转型升级。安排创业带动就业专项资金1000
万元，支持“大众创业、万众创新”。
