    1980年前，城区道路建设和维修，由公路站承担，路灯安装和维修由电
业局负责，桥梁建设由水利部门管理。
    1980年起，由基本建设局城建科负责市政设施的建设，承担道路建设和
维修，排水设施的建设及管理。1987年建立污水泵和路灯管理所。污水排放
实行收费制，路面损坏或开挖，交纳修复费，使市政设施管理纳入经济管理
和行政管理相结合的轨道。
