    成人教育原称社会教育、业余教育、工农教育。1986年后，这类教育在内容、
形式和水平上都有了新的发展和提高，由过去的学政治、学文化逐步转向以学技
术、学专业为主，由补偿性教育向继续教育、终身教育发展，由以业余为主向业
余教育与全日制教育并重发展。至2002年，初步形成了以区、乡镇、村、部门、
系统办学为主，社会力量办学为辅的教育网络。
