    基层调解工作原归区法院负责，1981年移交司法局。当年即对基层调解组织
进行了整顿。1983年又进行了全面检查，至1985年，全区基层调解组织共469个，
调解人员1181人。 共调解民事纠纷15206起， 调解率占95.13%。 其中婚姻纠纷
2499起， 打架斗殴纠纷3869起，财务财产纠纷423起，房屋宅基纠纷2356起，债
务纠纷243起， 赡养继承纠纷3885起，其他纠纷2021起，防止非正常死亡事件多
起。
