    1939年10月，为适应抗日战争的需要，中共清河特委决定建立益 (都) 、寿
(光)、临(淄)、广(饶)四边县。辖益都县六、七、八区；寿光县的四、五区；临
淄县的淄河以东地区； 广饶县的二区。 设四边县行政办事处，杜振东任主任。
1940年4月撤销。 1942年2月又复建，辖原境域，办事处主任陈毅斋。1942年6月
改任王兴国， 副主任李玉轩。1942年7月，行政办事处改组为县政府，赵治安任
县长。1945年8月撤销建制。
