    抗日战争时期，中共清河区委根据形势的需要，于1939年10月，组建益(都)
寿(光)临(淄)广(饶)四边县。县委书记马巨涛，后为牟千秋。县委的工作机构设
组织部、宣传部、民运部。因形势变化，四边县于1940年4月撤销。1942年2月，
重建四边县，丁一民、李荆和先后任县委书记。王乐三、陈洪波先后任副书记。
直至1945年8月撤销。
