    公用、民用建筑的土地，建国初期由市(县)民政科管理。自1957年夏起，公
建征用土地归市房地产管理局管理，市民建筑由区建筑房产科办理民用建筑许可
证。1968年10月后改行公建征用土地由区政府研究报市政府批准，征用耕地10亩
以上及菜地经省政府批准；市民建筑由区城乡建设部门管理。到

1985年底土地管理归区农业局。
    1953～1985年， 全区建筑征用土地总计22889.83亩。其中可耕地16856.225
亩。非耕地6033.631亩。
