　　1986年，全区职工调动380人，其中调出234人、调入 104 人、区内调剂 42
人。

　　1993年，职工调动838人，为调动人数最多的年份。

　　1998年8 月，落实《山东省劳动厅企业职工流动问题的通知》，固定工流动
称调动、合同工流动称转移。是年，职工调动152人，其中调入3人，为调入人数
最少的年份。

　　1999年—2002年，职工调配逐步实行市场化管理，设立人才交流市场，人才
有序流动。企业有权依法招用、辞退工人，劳动者有权自主选择用人单位，以合
同的形式建立或解除劳动关系，劳动行政部门鉴证、监督、检查。职工流动须经
劳动行政部门办理调动、转移手续和档案交接管理。

　　1986年—2002年底，全区职工调配6469人，其中调出1987人、调入3281人、
区内调动1201人。
