    1951年，颁布《中华人民共和国劳动保险条例》，区境内只有数个大型国营
企业执行劳动保险条例，大部分企业的劳动保险待遇只是参照劳动保险条例执行。
至1979年，区境内企业方全部执行劳动保险条例。
    区内退休、退职、死亡职工子女顶替始于1964年。截至1983年，职工子女顶
替共计2500余人。
