    从1955年粮食统购统销起，行业用粮由市分配指标按计划控制供应。
    1962年，对凭粮票供应的食品行业用粮，给予一定数量的周转粮，在核定的
计划内，凭交回粮票供应粮食。对于行业用油，则实行以粮带油的供应办法，按
饮食业交百斤粮票带油3．5斤、糕点业带油14斤的供应标准供应。
    1984年仍沿用1962年的办法供应，但要求饮食、糕点业必须将平价议价分开，
分别记帐，按计划控制供应。
    1985年4月， 将酒精、溶剂、制药、浆纱、味精、淀粉和其他工业用粮，一
律改为议价供应。
