    1979年，莱西县公安局设自行车管理办公室，各派出所设自行车管理员，对全县
自行车实行统一登记、发证、挂牌、打钢印及年终审查等管理工作。是年，全县有自
行车6.7万辆。 1987年，全县有自行车28.5万辆。1979年到1987年，通过自行车管理
破获自行车被盗案件289起、 抓获罪犯40名、缴获被盗自行车96辆、为群众查找错骑
自行车1815辆。
