    1951年，县公安机关根据中央人民政府政务院公安部关于特种行业管理的规定，
对印铸、 刻字、旧货收购、旅店、修理等行业实行管理。1964年8月以后，对特种行
业管理逐步趋向正规。中共十一届三中全会以后，特种行业发展迅速。1980年，全县
有特种行业263家。 1983年，通过对特种行业管理，破获案件52起，抓获罪犯94名。
1987年，全县有特种行业1065家。
