    于1951年3月9日召开，历时3天半。与会代表314名，缺席45名。会议听取了《结
束土改报告》和《关于莱西县1951年农、林业生产工作报告》，并通电给毛泽东主席
和中国人民志愿军，表示抗美援朝的决心。选举了常务委员会，由27人组成。
