    自50年代以来，本县从工人中吸收录用干部或选拔优秀工人安排在干部岗位上工
作， 称“以工代干”。1954年到1987年，从工人中录用干部293名，其中录用在职的
电大、业大、函大、夜大、刊大毕业生26名。1978年到1987年，“以工代干”人员有
1008名转为国家正式干部，1979年到1987年，在全民所有制单位干部岗位上工作的原
属集体所有制626名转为国家正式干部。
