    1996～2000年，市信访局进一步加大了对重点信访案件的查办力度，制定
下发了《重点案件交办审埋规定》，对基层查处信访案件提出了具体要求，对
重点案件的调查处理起到了较好地推动作用。另外，还在全市信访系统开展了
“优质案件评比” 活动，使优质案件率达到了98.6％。5年来，共受理上级交
办的案件116起，自立案件118起，全部处结完毕。
