    土地部门始终把土地信访作为举报违法占地和联系群众的重要窗口。建立
健全了市、乡、村三级土地监察网络和接待群众来信来访制度，实行了局长接
访日制度， 做到件件有着落， 事事有回音。1996～2000年，共接待土地信访
1208件， 结案率为99%。将土地违法案件消灭在萌芽状态，减少了越级上访案
件的发生，促进了社会的安定团结。并建立了政务公开制度，增加了工作的透
明度。聘请了56名义务监督员，定期召开土地管理监督员座谈会，自觉接受社
会监督。市土地管理局连续3次被评为济南市信访工作先进单位。
