    自1998年起在济南市率先开展了公有资产保值增值考核，制定了《企业公
有资产保值增值考核奖惩试行办法》 ，以企业前3年平均增值率为基础，结合
当年实际经营情况，全面考虑不同行业、企业规模、国家政策和市场发展前景
等因素，做到区别对待、客观合理、一企一率，下达各企业，经过考核，1998
年全市公有资产保值增值率达10%。 1999年完善考核指标内容，扩大考核面，
共考核18家重点企业， 有9家完成了下达的考核指标，兑现了奖励。积极向市
政府建议，将公有资产保值增值考核列入了政府企业年终考核体系。
