    1995年11月，国资局由副局级升格为正局级。1996～2000年，改革公有资
产管理体制， 国有资产管理机构不断完善加强。1998年7月，国资局从财政局
中分离出来，与市公有资产管理委员会办公室合署办公，调整充实了内设机构
和人员。重点抓了政治业务学习和岗位练习培训，结合传帮带活动，提高了国
资管理干部队伍的政治素质和业务水平。
