    市农机公司是全市最大的农机销售中心，该公司现有干部职工88人，该公
司由于受市场疲软、多元化经营、竞争激烈等因素的影响，销售额逐年下降，
经营效益大幅下滑。为扭转局面，1999年，市农机局对其进行了改制，将公司
改成8个具有法人资格自负盈亏的经营实体， 实行了公开招标承包，精简了闲
散人员，优化了经营结构，调动了职工积极性，增大了市场份额，使公司摆脱
了困境，再现了生机。
