    1999年5月中旬， 因外疫传入，水寨镇水北村首先发现牲畜口蹄疫病例，
之后，辛寨、黄河、高官寨等乡镇相继发现多例。市“防五”指挥部及时采取
果断措施，封锁疫区、强制免疫和扑杀病畜同时进行，把生产损失降到最低，
至7月1日， 疫情得到解除。此次疫情累计扑杀297头（只），市政府拿出30万
元专款用于病畜扑杀补助。
