    1996年， 市政府办公室共有干部职工71人，其中秘书长、副秘书长5人，
副主任3人。 内设有秘书科、调研科、信息科、综合科、无线电管理科、行政
科、财务科；下辖有市政府法制办公室、外事侨务办公室。1997年12月，民族
宗教工作职能由市委统战部调整到市政府办公室，原外事侨务办公室更名为民
族宗教外事侨务办公室。至2000年底，市政府办公室共有干部职工78人，其中
秘书长、副秘书长8人，副主任2人。内设有秘书科、调研科、信息科、综合科、
无线电管理科、行政科、财务科；下辖有市政府法制办公室，民族宗教外事侨
务办公室。
