1986年，全县有基干民兵若干人。1990年以来，在基干民兵中建立民兵应急分队、民兵
对口专业和专业技术分队。2004年通过整组，全市民兵数量增多。2005年，成立应急连、
应急独立排。市人武部投资30余万元，配备了执行任务所需的防暴头盔、盾牌、警棍等
防暴器材和战备物资。是年，全市基干民兵组建作战、勤务、应急和其他分队。
