1985年， 正式立项进行草地建设。1991年，全县牧草种植累计完成面积840公顷，其中
苜蓿146.6公顷、 苏丹草113.3公顷。先后在黄河、高官寨、白云湖、辛寨、水寨5处乡
镇， 建立25个比较连片的人工种草开发区和40个种草专业村，发展310个种草养鱼专业
户， 落实450个种草承包专业户和75个家庭小牧场。全市鲜牧草产量2500万公斤。2002
年9月， 全省秸秆青贮氨化和种草养畜工作现场会在章丘召开。2005年底，牧草种植面
积达到400公顷。
