    1988年1月， 设林政股，专司依法对林业资源监督管理，控制限额采伐林木、征
收育林基金等。1991年，对现行林业政策进行调查，为调整、完善并更好地实施林业
政策提供了第一手资料。对县、乡(镇)两级30名林政管理人员组织学习、培训，提高
法制观念和行政管理水平；依法严格林业用地审批手续、征收林地补偿和森林植被恢
复费，使凭证限额采伐每年都低于计划限额。有效地保护了森林资源的消长，为保证
林业资源的永续利用发挥了重要作用。
