    1986年，建立乡(镇)法律服务站，每站2～3人，共60余人。开展法律顾问、调解
纠纷、审修合同、代理代书等法律服务。1991年，各乡(镇)法律服务站改称法律服务
所。为适应改革需要，实行全员效益浮动工资制，启动内部激励竞争、激励机制，打
破分配上的平均主义。 服务领域在原来的基础上开展协办公证、 见证等项业务。乡
(镇)法律服务所人员发展到64人，其中大专学历占32％，政治业务素质明显提高。
