    10年来，为发展第三产业和建立城市社会化服务体系，市(县)民政局立足民政对
象，面向社会，以明水城区、村(居)为主体，与有关部门配合、协调，大办饮食、修
理、服务等经济实体，起草了全市社区服务3年规划，逐步建立健全城区服务网络。
