    从1981年始， 对超标排放污染物单位征收超标准排污费，当年征收9万元，开征
单位11个。 至1995年，共征收排污费1905万元，征收单位774个，征收面达80％。排
污费征收为企业污染治理提供了资金保证，1990～1995年，共拨付环保治理补助资金
402万元，安排污染治理项目98个，经济效益、环境效益良好。
