    1980年11月建商河县司法局，设局长、副局长各1人，配备干部6人。1981年设立
公证处、法律顾问处、法制宣传股、调解管理股和行政办公室，司法干部增至21人。
1985年成立商河县普及法律常识委员会，办公室设在司法局。翌年，建乡镇法律服务
站12处，在工厂、企业和乡村建立调解委员会1000多个。1988年底，全县22个乡镇普
遍建立法律服务站。1990年1月，乡镇法律服务站减为21个。同年6月，又建立21个乡
镇司法所。
