    1947年2月商河县建立农民救国联合会，刘福海任主任。农救会在县委、县政府
统一领导下，在反霸、剿匪、动参、土地改革等一系列工作中，都发挥了重大作用。
    1964年10月商河县建立贫下中农协会。1966年“文化大革命”开始后，受运动冲
击而停止工作。1973年5月恢复，1979年12月撤销。其主要宗旨是：代表全县贫下中
农的利益，加强党群联系，密切党群关系。
