    清末，济阳县署仍由户房掌管民政。当时的民政事务主要是赈恤、旌善、褒奖节
烈等。
    1913年，县公署由民事课管理民政事务。1929年，县政府由一科管理民政。民国
时期的民政事务较前复杂，主要有“清匪”、禁烟(禁吸鸦片)、慈善和处理民事纠纷
等。
