    解放前， 平阴工商业基础薄弱， 就业人数很少。1925年平民纺织厂雇工14人。
1944年抗日民主政府炸弹厂有职工50人。1948年平阴酒厂有职工50人。
    解放后，工商业逐渐发展，就业人数不断增加。1952年有集体职工74人，1953年
96人，  1955年268人， 1957年2268人。1958年工业盲目发展，职工万余人，1963～
1965年全县精减职工5601人， 职工总数降至3555人。 1967年全县职工3915人。1969
～1975年就业人数达9508人。1980年14787人，1983年15897人，到1987年全县共有全
民所有制固定工12265人，集体所有制固定工3255人。
    1981年10月至1987年县劳动服务公司建立服务网点5处，招收待业青年共346人。
