    清代实行世袭兵役制，规定凡16岁以上的“八旗”子弟“人尽为兵”，世代相
传。后又招募汉人当兵，称“绿营兵”。清末为招募制。
    民国初年仍实行招募制。民国22年(1933年) 6月，国民政府颁布兵役法，采取
“三丁抽一” 、 “五丁抽二”、“孤子缓征”和“抽签摊派”制。1945年取消了
“抽签摊派制”及“孤子缓征”制，采用抓兵的方法，群众称为“抓壮丁”。
