    建国后，天桥区在向群众宣传节制生育的意义和知识的同时，推广避孕药具提
倡施行绝育手术。 1963年起，天桥区以生育3个孩子以上的育龄夫妇为工作重点，
大力推行结扎、放环等手术。至1965年，男女结扎3791人，放环6784人，手术率50
．5％， 节育率达77％。70年代，避孕药具及节育手术免费，并给予休假及生活补
助。1978年后，计划生育工作贯彻以宣传教育为主、避孕节育为主，经常性工作为
主的方针，有效地控制人口自然增长。1985年，节育率达到90％以上。
    1990年，天桥区已婚育龄妇女为75142人，采取节育措施人数为66143人，节育
率为88．02％。
