    根据《共同纲领》 规定， 区第一届各界人民代表会议于1951年8月召开， 至
1953年11月共召开过5次会议， 区人民代表大会召开之前，代行了人代会的部分职
权。
    1953年12月～1990年2月共召开12届（第七届因“文化大革命” 未能召开）区
人民代表大会。 从1980年5月第九届区人民代表大会起，设立常务委员会和工作机
构。
