    1998年， 辖区享受公费医疗人数6703人。1998年7月13日，区委、区政府印发
《市中区公费医疗制度改革试行办法》 ，文件规定：1、自1998年7月1日起，医疗
费全部包干到区医院报销使用； 2、报销比例：在职干部和退休人员一律承担门诊
和住院费的20％，上不封顶；3、离休干部、二等乙级以上伤残军人实报实销；4、
区医院按年人均600元全部包干， 超支后由区医院全部承担，节余经费归医院公费
医疗滚存使用。 1999年4月，区卫生局公费医疗办公室全建制划归区劳动和社会保
障局。
