    1999年8月，成立区政府采购办公室，坚持“公开、公平、公正”的采购原则，
节约财政资金， 维护采购当事人的合法权益。2003年9月，区政府下发《关于进一
步规范政府采购行为的通知》，对政府采购行为作出统一规范，当年全区政府采购
预算1690万元，实际支出1500万元，节约资金190万元，节支率11.24％。2004年，
实现了“管采”分离，将具体采购工作全部委托给了具有招、投标资质的社会中介
机构，提高政府采购规范化水平，促进政府采购工作健康发展，当年全区政府采购
预算是2340万元，实际支出2055万元，节约资金285万元，节支率12.18％。
