    1998～2004年，全区预算外资金坚持“财政专户储存，计划管理，财政审批，
银行监督，收支两条线”的管理模式，实行票款分离，加强非税收入管理，逐步实
现政府非税收入纳入预算管理。 1999年1月，出台市中区预算外资金收支预算管理
办法及市中区街道办事处（镇）预算外资金管理办法，加强对区属办镇的预算外资
金管理，进一步扩大全区预算外资金管理范围，1998年，代储资金3852万元，2004
年，增加到11831万元。
