    1991—1997年，市中区教委全面贯彻国家教育方针，按市区统一规划，认真组
织实施义务教育。  1992年区政府拨款34万元改建了弱智辅读学校——泺源学校。
1993年， 辖区比原计划提前2年实现九年义务教育；1994年先后投资180万元和400
万元兴建回民小学和西藏中学，当年被评为省民族教育先进区。1993—1994年，市
中区连续2年被评为全国特殊教育先进区。 1994年，又以优异成绩通过了国家教委
“两基”达标验收。1996年通过省市“五项督导”检查；1997年被评为全国“两基”
工作先进区。
