    为了落实中央和省，市委关于选配非中共干部担任政府及有关部门领导职务的
要求，区委有计划地培训选拔副局级以上非中共领导干部，逐步建立起一支多层次、
多行业、 具有梯形年龄结构的非中共干部队伍。1988年，安排剐区级干部1名，政
协副主席3名，副局级干部3名。
