    1988年区环保工作，强化经济管理手段，依照法规要求，从严执行。对市属以
上驻区单位的排污应征费已达到90％，区属单位应征费达81％，排污费征收金额逐
年上升，1985年前每年一般征收额仅3～6万元，1987年底上升为20万元，1988年达
30万元，为环保事业的发展扩大了积累，同时推动排污单位改造治理加快了步伐。
