    根据市《预算外资金管理暂行办法实施细则》，区对预算外资金实行统收统支
集中管理办法。1985年，区开始对部分单位的预算外收入实行集中代存。1988年，
代存资金达600万元。 同时，为了扶持区街企业发展，培植财源，并利用间歇资金
先后给12个单位借贷资金累计145万元，有力地支持了区街生产的发展。
