    市中区居办工业创始于1958年，由街道办事处本着“三就四为”的原则，发动
群众办起了各种生产、服务组、实行自负盈亏，民主管理，按劳分配的制度，经过
三十年来的发展，居办企业已具备了相当规模，成为市中区工业经济中一支不可忽
视的队伍，截止1988年底，市中区共有居办企业88个，年创产值2209万元，比1980
年增长7倍多。 居办企业的发展，增加了城市居民的就业，为大工业生产配套方面
发挥了积极的作用。
