    辖区解放前是随着济南近代资本主义工商业发展而发展起来的新兴城区，城市
建设大体分为四个阶段：东北部古城西南隅，明清时期形成小巷；1904年（清光绪
三十年），济南自开商埠后，始建经七路以北地区；日军侵占济南后，1939年兴建
南郊新市区（俗称南商埠）；1949年建国后开发经十路以南新城区。
