    1983年，民盟山东省委吸收王宪理、李树铭、何淑淦、李保光、季克兴、李尚勤、
谷翼云、于长茂等人为盟员。1985年4月，中国民盟山东省委员会菏泽直属小组成立，
何淑淦为组长，李树铭为副组长。1984年初，民盟成员张慕增、刘保田创办了菏泽成
志中学， 至1985年，培养初中生800余名，其中70％的毕业生考入技工学校、职业中
专；高中生300余名，其中21％的毕业生考入高等学校。
