    1950年6月6日，中央人民政府政务院作出《关于建立各级防汛机构的决定》。自
1952年5月起，每年汛前菏泽专区立即组织有地委书记和政府负责人及解放军代表参
加的防汛指挥部，并由水利局、黄河修防处以及计委、商业、农业、粮食、物资、民
政、邮电等部门抽调人员组成办事机构。县成立防汛指挥部，公社或区成立防汛指挥
部或防汛大队部，大队成立防汛中队部，生产队成立防汛领导小组。
