    菏泽地区是个多灾地区，危害较大的是旱涝灾害。自1368-1982年的614年间，其
中旱年173年， 平均每3.5年发生一次； 涝年224年，平均每2.7年发生一次；正常年
217年。 建国后，党和政府领导人民兴修了大量的水利工程，增强了抗旱能力，并把
抗旱防汛工作列入重要议事日程。
