    对于侵害群众利益的乱收费、乱罚款、乱拆迁等行为，判决予以撤销或确认
违法。对于行政机关申请执行的非诉行政案件，及时审查确认，对合法的行政行
为予以强制执行。对于国有土地上房屋征收拆迁申请，积极探索法院裁决、政府
实施的强制拆迁模式，妥善处理了一批城市拆迁、土地征用等案件。全市法院共
审理行政案件2132件，审查非诉执行案件1075件，维护了群众的合法权益，推进
了依法治市进程。
