    坚持市县主要领导带队集中招商与小分队招商相结合，实行市县领导干部包
基地、包产业、包重点项目责任制，健全大项目建设月调度、季观摩、年终考核
推进机制， 招商引资和大项目建设成效显著。引进落地过亿元项目200个，其中
过10亿元项目83个；在建亿元以上项目568个，建成投产150个。完成固定资产投
资687.1亿元，增长23.5%。利用外资实现新突破，实际到账外资1.65亿美元，增
长105%。
