    2012年，全市义务教育经费保障机制不断完善，教育总投入达到78.14 亿元，
其中财政性教育经费投入为69.81亿元， 较2011年增长13.23 亿元，  增幅达到
23.38% 。征收教育费附加2.59亿元，比2011年增加1847万元，增长7.68%；征收
地方教育费附加1.70亿元， 比2011年增加1712万元，增长11%；政府土地收益用
于教育部分资金4343万元。 全市共为128万义务教育阶段学生免除了杂费和课本
费，为2.58万名义务教育学校贫困学生发放了免费教科书和生活补助费。全市义
务教育学校公用经费达到了省定最低标准，年内总投入7.86亿元，比2011年增加
0.17亿元，增长2.21%。
